For the tension control, NAB pilot mounted brake, DBH caliper disc brake and PKB magnetic powder brake all can be used, why spring applied air release brake not available?

Tension control is means making raw material can be conveyed in a certain tension force on the roller. This control requires machine's all speed should be no difference, including machine accelarate, decelerate and constant speed. Even in emergency stop situation, it also should make slitted material not broken. So it needs a pneumatic brake to make the machine stable working in high frequency, high load and continous slippage hard working situation. While HABB spring applied air release brake can't be used in this working situation, it is only can be used for braking.
